María Cecilia Rozas Ponce de León graduated from the 35th Class of the Inter-American Defense College in Washington, DC, where she also served as an advisor to Class 36 and as head of the IADC political section for the Class 37. She is a retired career diplomat from the Diplomatic Service of the Republic of Peru. She completed general studies at the Universidad Femenina Sagrado Corazón in Lima, Peru; earned a Master’s in International Relations from the University of Belgrano in Buenos Aires; obtained a Master’s degree in Liberal Studies from Georgetown University in Washington, DC; and pursued PhD studies in Political and Social Sciences at the Universidad Iberoamericana in Mexico City. She graduated from the Diplomatic Academy of Peru.
Ambassador Rozas Ponce de León has served the Peruvian State as a career diplomat at the Embassy of Peru in Argentina, Bolivia, Mexico, and the United States. She has been the Ambassador of Peru to Paraguay and the Dominican Republic. Ambassador Rozas Ponce de León has also served as Consul of Peru in San Francisco, CA, and Mexico City. Throughout her professional career, she has focused on issues related to security, defense, the environment, and drugs. Her last positions in the Peruvian Foreign Ministry were as Director of Drug Control and Head of the General Directorate for Multilateral and Global Affairs of the Ministry of Foreign Affairs of Peru. She has participated in countless international negotiations.
