Marian Caracuel Raya holds a PhD in International Relations from Universidad Complutense (Madrid), a Master’s degree from Universidad del Salvador (Argentina), and a Bachelor’s degree in Political Science and Sociology. She graduated from the High-Level Course at the Centre for National Defense Studies (CESEDEN). She has earned several diplomas from NATO School in Oberammergau, the European Security and Defense College (ESDC), and the Inter-American Defense College (IADC) in Washington, D.C., graduating with honors. Additionally, she has participated in the Erasmus Program at Newcastle Upon Tyne University (United Kingdom) and the International Visitor Leadership Program (IVLP) of the U.S. Department of State.

With 24 years of experience in the Ministry of Defense at the Cabinet of the Undersecretary of Defense for Political Affairs, she founded the Association of Spanish Graduates in Security and Defense Issues (ADESyD) and Spanish Women in International Security (SWIIS).

An absolute majority of the Senate appointed her to the Observatory for Military Life, which is ascribed to Parliament (2014-2018). She was also a member of NATO’s Civil Society Advisory Panel (CSAP) on Women, Peace and Security (2016-2018).

She is the author of the book “Changes in NATO after the end of the Cold War,” with a foreword by Dr. Javier Solana, published by Tecnos in two editions (1997 and 2004). Additionally, she has published many articles on Euro-Atlantic and Mediterranean security, Hemispheric security, and Women, Peace and Security (UNSCR 1325 and related resolutions). Furthermore, she is the editor of ADESyD’s newsletters (168) and other documents, particularly the Minute Books of the Congress “Sharing (views on) Security” (7 editions).
